No kidding. This was a program asinine in conception, and more so in execution.
I have at least three FWD Chrysler products in my driveway right now that would meet the common man’s definition of “clunker” any way you looked at them. For this program, none are eligible, as their combined EPA ratings all exceed the 18mpg floor. They’ll make perfectly good first cars for some kid, or maybe I’ll just hold on to them until I can get “Antique” tags for them, wheezing, burning “excessive” fuel, and polluting all the while.
Meanwhile, perfectly good 5(?) year old Volvos are sent to the junkheap, with only body panels and interior parts available for reuse. Some recycling program, there.

The real unintended consequences will come about when these people try to impose Cash for Guns. I think that a rather large number of people would object to their property being melted down – with or without compensation.
