In the US, I’m told, wearing a colander is legal only in the 51st through 57th States, and then only if the wearer is a native Austrian speaker. Native Austrian speakers constitute 80% of the population of the 51st through 57th States.

It must stop a lot of the external voices, look how sane Elisson appears for instance.
