Anything that involves the executive branch’s prerogatives can be covered, as I understand it – including (eg. as claimed under Eisenhower) between subordinates and not including the President.
Part of the problem is that it’s a common-law power following on from the Constitution, rather than a directly Constitutional power – and that it hasn’t been tested in court since US v. Nixon where Burger officially recognized that there was such a thing – and that it was limited.
So, we can’t assume the President is tacitly admitting any involvement from the claim itself.

You would certainly think that by this time they’d have been able to forge some documents that made this Bush’s fault.
They tried that already. Made the claim that the whole gunrunning program was known to Bush’s AG.
Had to rescind that claim however when it was proven false.
